I've noticed that upon Retrieving saved MFG_Params files (*.drl, *.mil) the Coolant line is always set to OFF, even it's been saved with Coolant ON (it is saved ON the actual file - I have checked that).
I do not have WF3, but maybe try changing the parameter to something else like FLOOD,THRU, ETC.Maybe this problem arises with "ON". I never use ON, I allways use FLOOD, THRU, MIST, etc. This gives you more options in the post processing of the NC file.
