is there any purpose of doing that???

If you have a base assembly you can control it with a text file if you are using Pro/program or layout functionality.


If you want to build from scratch you will have to develop a toolkit sollution (C-code)
 
MY suggestion would be to create a "template" assembly, then copy copy copy for any other design following.


You can import the .txt into thetemplate assembly before or after the copy. the txt file will just include all the parameters used within the relations. After a regen or 2, you'll have your design!
