sweeping a surface via datum points and diameters (HELP)

I have two data files, one has a list of points in cartesian coordinates, the other, a given diameter for each datum point. I am able to enter the datum points using a datum point array, connect each point using a spline which gives me a center line for the 'tube'. The problem that I am having involves the 'diameters', I can't seem to create a circle at each of the datum points that is perpindicular to the centerline with my given diameters.

How would I first insert circles at each point with a given diameter that is also perpindicular to my centerline?
