It's a drawing option - set the draw_arrow_style option to filled. In Wildfire this is accessible via File -> Properties -> Drawing Options. Forget where it is in previous versions - maybe under advanced options?
Just want to say thanks, this helped out. It is one of those things that I have never changed before and this company has exact specifications to follow.
