I think you will have to design/model this as a solid and convert to a sheetmetal part. I'm no sheetmetal expert in Pro-E but I'm thinking that the software is "assuming" the material to be a consistent thickness across the entire part.
Usually edges such as your's are machined with the angular transistion or thinner sections are welded/brazed/soldered in places.
The 8mm(0.312") difference is pretty significant.
