repeat region BOM balloons question

I always wanted to ask this but never got around to it. Why is it that with repeat region balloons you cant 'Add Ref' and point one balloon to multiple clutch plates in a clutch basket for my example?

I would say this has been imposed because of stardard drafting practices.

By choosing Custom BOM ballon when setting up repeat region you can split the balloons among all the multiplied components. Then you don't need reference balloons.
