insert picture problem

I USE SOLID WORKS VERSION 2007 FOR DESIGNING GOLD AND JEWELRY MOLDS.
I WANT TO KNOW HOW CAN I PUT A PICTURE IN BACKGROUND for DRAWING SKETCH ACCORDING TO THAT or measuring from picture.
WHEN i USE insert picture command , I can not lock the aspect ratio and dimension will become wrong.
WHEN i USE THE SKETCH PICTURE COMMAND,THE PICTURE ZOOM AND ROTATES WITH MY SKETCH AND i CAN NOT LOCK THE PICTURE IN BACKGROUND.
PLEASE HELP ME.
