First you need to create a new product (same as an assembly): select File>New>Product
The assembly will be empty, select Window and switch to one of the Parts you created, Right-click on the very top node in the spec tree and select Copy
Select Window and return to your assembly
Right-click on the very top node (the assembly) in the spec tree and select Paste
double-click the left mouse button on the very top node (the assembly) to activate the assembly
The workbench should automatically switch to the assembly workbench
