dwg scale issue

I am creating a drawing and the scale comes out as .04 by default. I can over ride it but then the object is bigger than the page (size c) and clearly isnt right. I have checked the setup in part mode and it is in inches but it seems like the drawing thinks its metric.

What am I missing?

Never mind. Its seems I am the victim of a practical joke.

A coworker has changed the units of my part several times while arbitrarily changing the scale.

At least I have it backed up. Its kinda funny now that I think about it. It would have been funnier if it happend to someone else though :)
