draft split at plane -one side zero

need to create a draft say at the centre plane of a rectangular plate(or cylinder) such that draft at top half is zero and at bottom half is some value.

any ideas???

(AS IN THE CASE OF A PRESS TOOL, A PIERCING HOLE IN THE DIE WHERE WE HAVE A 4/5 mm STRAIGHT LAND AND REST IS A DRAFT OF .5 DEGREES )
 
Sketch a line as a curve on the face you want to split draft.

Create a draft, neutral curve, split at curve, independent,constant. Select the surface, select the curve. Slect the neutral plane you wanted to split at as the reference plane then enter 0 for the first angle and 5 etc. for the second.

You can do it on one face or all the way around at the same time.
