The answer is yes, but if every user wants different start up icons, that's going to be in a config.win file. If you're talking about shortcuts like mapkeys (also referred to as macros or hotkeys), that's going to be in a config.pro file. Like Huug said, place that in the user's startup directory. Also, make sure that the config.sup file doesn't have any mapkey settings-- otherwise, users won't be able to create their own.
If you are using Wildfire, it has a built-in capability to do this based on the number of psf files (startup commands) you create during the setup process.
