WAVE is to take associative / non-associative reference from another part in the assembly and then create a feature. for eg, you refer a circular edge from a part in an assembly and creata a cylinder (extrude) from this reference edge on another part which is also in the same assembly.
Promote is to do any feature operation on a part, in an assembly. This operation (eg. create a hole through extrude) will not be seen in the part, when you open it outside the assembly. This feature operation is seen on at assenbly level.
