Create a circular pad. Use sketcher to create the profile of the "cog" which can then be used to make either a pocket (removing material from the pad) or another pad ("cog" profile) that can be added to the original circular pad. Use the circular pattern function to rotate and copy the pocket or new pad. The original circular pad can be the reference element for the rotation.
