changing icon flyout

I was wondering if anyone knows how to change the icon flyout direction. My right toolbar icons pop out to the right, and i'd like to change the arrow so the icons pop out to the left. I'm running dual monitors so when the icons expand to the right they go into the other screen. Also the mouse travel would be shorter.

I haven't found a setting or command to do this, but I have observed that when you load more icons onto a given toolbar it switches from popping out from the right to the left side.
