Changing drawing formats

My users are unable to change formats from one size to another. We are running Wildfire 4.0 and Intralink 3.4. One can browse to the correct location for the formats and select on the format but an error message in Pro/E states the file is not in the database. Then the ironic part is the file is placed in the persons active workspace. Creating new drawings works fine.
Any help would be appreciated? Thank you!
