Angle Offset as Constraint Option

Seems like most of the time doing simple mate/align w/ part surfaces and datums, I orient a part at an angle, choose oriented, or mate/align, and the option to set it at an angle appears. then sometimes it doesn't.

What can you do to angle a pair of datums to say a 15* angle, when the angle offset option refuses to appear?

I have tried reassembling this part, reconstraining, choosing different contraints, etc. But I can't get the angle offset option to appear?? WTF?

When you get the option to set the angle are you using an insert constraint, aligning axes, or aligning edges and then using mate or align for the part surfaces and datums? Using these constraintswill give what you are describing.
