Weird drawing scales

In a drawing FILE, PROPERTIES, DRAWING OPTIONS

option VEIW_SCALE_DENOMINATION is default to 40 Set this to your desired denomination 10ths or 12ths etc

This will change the .dtl fil for this drawing only. If you want it changed for all it will have to be done in your drawing template .dtl file

Hope that answers your question.

But will any of this ensure that the automatically-generated drawing or viewscale (produced when you start a drawing or creat any view) will be an intelligent fraction, as defined by DOD-STD-100/MIL-D-1000 (1/1, 2/1, 4/1, 8/1, 10/1, 20/1, 50/1, etc.)?

Yes, there is another software package out therethat does this which I will not name, but it goes by the initials of SW. Additionally, it has a drop-down menu listing these standard fractions that the user may select from, should they wish to alter the scale of a drawing or view.
