No. Drawings in proe can only handle vector graphics. Jpeg added as textures will not work as it is a raster image.
Note1: You can embedd a jpeg into a drawing (not model) using insert-->object, but this can only be viewed, not referenced in any way. It can only print to MS Print Manager
Note2: WF3 has the ability to show drawingmodels as shaded, but if that incorporates mapped textures I can not say?
