how to offset a surface from a solid body..?

Select the surface you need to expand, then use the edit/offset tool. If you need to keep the solid structure use the "expand" option

This works in prt. mode, if you copy/paste in assem. mode it also works for one plane. Is there a way to do multiple planes-surf in assem. mode or is that asking a bit much?

yes. copy the surfaces in part mode... offset surface from part as a feature in assembly mode.
