All the start part does is allow you to set things that you want in every file that gets created. The start psrt is merged into your new file when created and is no longer used after that.
If you need to add some relataions or parameters to an existing part that are now part of your new start part, try to merge the start part into your existing part. This should add the new settings to the existing part.
