Depends on the bolt load how much shear the bolt will actually see. It is normal to assume the material being bolted is trwice as stiff as the bolt. You really need to know what force is holding the plates together with friction. F=Mu N where F is the force required to move the plates against each other, Mu is the friction factor and N is the bolt load. Provided the load you are appyling doesn't exceed F then the bolt will not see any shear.
