Problems With Interference In Assembly

I'm currently learning solidworks at uni. I have been
working on a project and I've got a bit of a problem.

I have a rotor that spins inside a cylinder, the rotor is
offset from the cylinder. It has rotor blades that can
slide in and out of the rotor but need to keep in contact
with the outside of the cylinder. But I have tried to
mate it and the blades interfere with the cylinder.

It is probably and easy fix, or at least I hope so, just
not sure how.

I've attached the file with the cylinder, rotor and one
rotor blade in one file and the assembly in another with
the mates so you can see the issue I'm having.

I answer you because no one do this.
I can't see yours files because the site problems. Any way I have SW 2007 and I think you have a newer version.

I am not sure that I understand well your problem. So sorry if my "answer" don't much your needs.

You can mate a part to other part but, as well, to a sketch entity (line, circle an so on).
So, you can define a sketch (I think is better to do this at part level), make this sketch visible, then, at the assembly level, mate the blades to this sketch.

You may be able to try mating the parts but inserting a distance between them as a constraint on the mate. This can be done very simply when your adding the mate. this option is on your mate list while you are in the mate command.
