The 'menu manager' is the text menu that appears to the side of the main window. It's where all the commands used to be back in release 19 & older, but it still pops up from time to time. In WF2 you'll see it fairly often, less so in WF3 and even less in WF4.
If you select Application > Legacy it will appear. if any features were created with the Wildfire functionality you'll be unable to edit them using the Menu Manager interface. For some old school ProE 2001 users this is a way to not figure out how Wildfire wants you to select items to get the commands or icons you want to be available.
I think if we make it to Wildfire 9 it will still show it's ugly face for quite awhile. If you're going by a manual I'd select you try using the Menu Mapper which can be found on the PTC site. It's very helpful in showing you where commands have moved to in the newer interfaces
2001 used Menu Manager interface but the following link can be used to click the Menu Manager selections in your old Training Manual or book and find out the current location or process to access the new commands
