Layers won’t stay blanked

I am using Pro/PROGRAM to change the configuration of my assembly. The problem is after I regen the assembly, the curves and surfaces are showing up in the drawing. If I look at the layers, they all show they are blanked with status saved! If I unhide and hide the layers again, the features are blank again.

I saved the layer status.
ignore_model_layer_status is set to yes.
view visibility is dependant on the drawing.

Any ideas?
