Hole size on rounded surface

i am attempting to place a hole on a rounded surface (large pipe). when setting the diameter a window opens and says the size is out of range. it will not allow me to change the diameter below .53. i have multiple holes to place that are under that diameter how can i change the range.

Increase the accuracy (smaller value). You may want to change to absolute accuracy.
