float a part within assy context?

how do i float a part created within the assembly context? it was automatically fixed as I used one of the faces on another component to define the sketch plane
 
SW think that you define the sketch in THAT plane because you WISH to be in THAT plane. So, SW maintain the link.

I don't know if the FLOAT method of prasana_egs work. But I am sure that if you can move the part this is temporarily. Until first REBUILD.

So, design your part in another file. Later, after insert it into assembly, you can mate the sketch plane to the other part face as you need.
