Flat state instances

When I try to create flat state instances of multiple family table instances in WF3, the 'create flat state' command in 'setup' is greyed out after I create the first.


This was possible in 2001 (and we used it extensively)- am I doing something wrong?

Delete the Unbend column from the generic after creating the first flat state instance.


PTC claims this is "functioning as intended" but I do not agree.
