Extrude / Remove material problems

Hi,

I have a problem with Creo Parametric, when trying to remove material on a sheet metal cylinder. Please see pictures attached.

When trying to make a hole on the side of a cylinder with the function "Remove matrial normal to both Driving and Offset surfaces" this function gets ignored for some specific circle diameters. For example - when trying to cut out a d = 22.30 mm (picture 2) circle the function is ignored and is taken into account with a 22.90 mm (picture 1) diameter circle.

This is shown in the pictures attached.

Please could you describe to me if there is some kind of restriction (bend allowence...) that is causing such problems.

maybe the cut falls outside the diameter of the calender?
