Dimension Line Elbow

Does anyone know what would make my dimension look like the picture below, where the dimension is offset from the dimension lines?

View attachment 5952Click on the dimension, on the left window you can select the Value tab, in the "Dimension Text" select "offset text" button.

Doing that produces the below image. The vertical line outside the dimension lines will never change in length no matter where I put the dimension value. It also will not let me drag the point of the elbow. Thanks anyway!
