Cannot reply to Site Improvements

I am unable to post replies to the topic

I had replied to the topic earlier, but cannot now.


I have tried it both in Google Chrome as well as in IE.


Another strange thing is while posting this post in Chrome I do not get the "Tick" boxes for General Rules and "Subject headings", while I get it in IE.

That topic appears as a sticky on most or all of the forums. I've found that if I go through the 'Announcements' forum, I have no rights to post, but if I go through another, like the 'modeling' forum I do.
