please help thanks

You cannot draft a surface that's tangent to another without drafting the tangent surface too. That's not really a Pro|E limitation, it's a geometry limitation.

I'm not sure what you mean with the rounds and the dims or how that relates to your draft problem. Maybe a screens hot would help?

i put a R .12 after the draft thats the only way to doit but the dimention is not showing in the top veiw it only show up in the side veiw and you can't see the radis in the side veiw . I cant move it by edit accment or move to veiw

Dimensioning drafted radii on a drawing is problematic as there's no true view of the radius arc. Do you really need to dimension it if it's a drafted radius? If the part is going to be molded plastic or CNC'd, then the data drives it, not the drawing. Unless you need to call it out for inspection, I'd leave it off.

If you do need it, one thing I've done is create a note with a normal leader and attached to the radius edge and then include the dimension in the note by using the &dxx syntax, where dxx is the dimension symbol of your radius dim.
