Tolerance Changes if Decimal Place Change

Does anyone know how to get Pro/E to not change the dimension tolerance to the defaultif the decimal precision is changed? I have a drawing that I am converting from millimeter to inch, and our standard is to always have one less decimal place in millimeter than in inch, so I have to change the decimal precision for every dimension, and it is very cumbersome if I have to re-enter every tolerance that does not follow the default.
 
It always has done that, very annoying. You could just show secondary dimensions on the drawing with 1 less decimal place, no model change required. Just make a .dtl file with the options:

dual_dimensioning secondary
dual_secondary_units mm
dual_digits_diff -1
 
Thanks, I could do that, but the whole reason I'm converting this drawing is because of how Pro/E rounds the secondary dimension. The person who is leading this project either does not like or does not understand why Pro/E does not allow the secondary tolerance zone to be outside the primary. If you know how to force Pro/E to round to the nearest, that would work for me as well.
 
Unfortunately according to the PTC support pages this is intended behaviour. So there's nothing you can do about it.

To me it's plain stupidity, but what do I as a daily user know about user-friendlyness...
