afaik that sounds like Solidworks 2D Emulator.
As I use the german version of SWX I can't tell ya exactly how to deactivate. But its somewhere in extras-additional programs or something like that. A small window should appear where you have to uncheck the 2D emulator. Next time you go to sketch mode the pencil should be back.
