Scale Doesn't Update in Drawing Format

The scale is shown as the default scale in my drawing format (which I just created), and when I update the scale, it doesn't change. Regenerating did nothing.

This has to be easy; what's the trick?!

Do you have more than one model in the drawing? They each ave their own independent scale. The scale shown at the bottom of the screen is for the active model, not necessarily the model's whose scale is in the format.
