If you have a Workcell with all tools loaded that you want, you can save the Workcell as a .GPH file and the tools will be included. Then, just bring that Workcell in to new MFG assemblies.
As far as tools only, you can open the Tool Manager dialog box and choose File > Save Tool List. This will save all the tools in there as a single .XML file.
