Considering an elliptical shape; curvature is constantly changing therefore there is no "rotation" (implies a constant curvature for some portion of the feature?)
You might try a boundary blend to get what you want. (I generally try to avoid creating singularities of that sort, especially if there's an easy alternative but that's dependant on application and up to you.)
I thought about sweeping features around an extruded oval, but I thought it should work using a rotational blend. I was trying to see if it would work because I could save a lot of time this way.
