Process Administrator

Can anybody tell me why when I log in as administrator I don't have
anywhere I can access what i need to create workflows and so on? The
document says I should have a Business admin link under the utilities
tab. Well I don't. I need to get to the Administrator page can anybody
give some help? Thanks
