Problem with creating tool movement.

Hi,

Could someone help me in creating tool motion which I show below.

I've done it using 4axis machine but I need it using 3axis machine.

I know it's possible to create this tool path by sketching paths but this solution isn't proper for me.

Heve you got any idea?
