yes, although the only way I know of to do this is when you have a part with a family table. You can have the parameter be in the family table. when you open the generic, you can sort the instances by table values. since parameters are in the table, you can sort & open by them.
It would be nice to be able to, but no, you can't (other than above). I raised this question to PTC, but Wildfire still doesn't have it. Maybe with an add-on application, if you can find one...
