Pro/Engineer itself doesn't provide a way for this. However, you could accomplish this with Pro/WebLink, J-Link, or Pro/Toolkit. The hard part is defining a user interface.
With a Pro/E session open, select the files you want to open in Windows Explorer or a Search Results window, RMB -> Open with Pro/E. Works for me on win2k, single seat inst, no PDM etc. (If I try to do the same thing without the open session, one file loads and subsequent files each try to start a new session generating a 'your one license is already in use, dummy' type error message.)
