How to center holes in a ring?

I am trying to make an adaptor to mate a transfer case to a transmission. Im using the first tutorial and altering things to get close. made a circle 129 mm across and 80 mm thick, How do I put holes in the outter ring on center and at the right degree? Srry Im a total N00B
