My question is why is the dia 24 a note to begin with? Why not use the actual dimension from the model?

It's a note created by the hole tool automatically.


Dia 24 is actually made as a clearance hole. you can have a note saying " 2 HOLES M12 x 15 DEEP".

You can also add &Gx at the end of the hole note. x is the number of the Geometric tolerance.
