General Notes and Other Notes

Does any one know, how to differentiate General Notes (Paragraph note positioned at the bottom of the drawing) and Notes aligned with views?

I am creating UG Associativity Checker, which will check all the notes associativity to the view? It has to find the notes other than general notes that are not associated to any view.
