AutoCAD has much better 2D drawing tools. I use it to create the format then import it into Pro/E. Some things like tables with parameters you will have to do in Pro/E.
 
One way is to import the AutoCAD drawing, if you already have it. Another method is to create Proe Table for the title block.This is quite neat too.
If you are on WF5, in the sketch mode... Insert --> and then select the dwg or dxf file to import. Ensure that the dwg file has borders located at 0,0 lower left. e.g. If you are importing an A3 Landscape, the lower left corner of the complete border should be at 0,0 in the dxf or dwg file.
But, as dr_gallup rightly says, AutoCAD or any other 2D editing package has better editing tools if you have to create from scratch.
nevertheless, you can create it in Proe too.
 
I created Title block in proe using table, but when i use
it in my drawing & save the drawing in .dwg format, all the
table format & text format changes to a very diffrent
format what i use in proe.
Also the size of title block in .dwg file changes &
it becomes bigger than what i create it in proe. fonts in
table changes to .txt format, line color changes to white.

we import the company logo from illustrator often thru AutoCAD or like tools and use tables in the .frm file. We also try to make sure the startpart.prt has the required properties so that the draftsman does not have to fill out any part of the titleblock. In the second week of our training program we each have to build a company tittle block and use it on the drawings we produce. Consequently I get a lot of practice.
