drawing formats problem

If the line weights on a drawing are set by the pen table, why would the thickness of an A1size print be different that that of an A4?

I think A1 and A4 line thickness both are same .

I think that when you do the printing, the paper you use is not same as the drawing format. so there is different scale. That will cause the different line thickness.
 
to me those two views look like they might be different scales. I could be full of crap though. Could one of the formants be referencing an older dtl file?
