Perhaps another reason not to use def_layer in config files.
The config setting def_layer layer_note NOTES causes repeat region text to be put on the NOTES layer when a drawing is created. (WF4, date code M050)
This means that if you hide the NOTES layer to hide component notes in the drawing then your repeat region goes blank. It just shows empty cells. Since one of our principal reasons to have the notes on a layer was to hide the notes in a drawing having the repeat region text go blank renders the NOTES layer virtually useless.
I hope that this post saves someone the time it took me to figure this problem out.
