best way is to remodel..because:
--> If ur model is simple- it will not take much time to remodel
--> If ur model is complicated, FR tool is not that much effective.
I'm assuming that you are not refering to Creo 1.0 and converting from the 'Direct' app (formerly CoCreate) and the /Parametric' app (formerly Pro/E), correct? That's supposed to be brainless, just open it in the other app. I'm not sure that functionality is fully implemented in Creo 1.0, however.
If you're talking about bring in in a 'dumb solid' (neutral file, IGES import, STEP import, etc.), many times remodeling is the best route.
