You should see a dashed line (not tangent), a arrow (tangent) or a double line arrow (curvature continous) between the two surfaces. Click that and you can toggle between these and set the direction of influence. If you see nothing at all, the surfaces aren't conneted or Pro/E doesn't succeed in conneting them.
