Usually this error message shows up when project (drawing, I assume) was created on a machine with tahoma font installed and your machine doesn't have this font installed.
Check Windows Fonts folder for that font and also Pro/E installation folder. NDX files are some font supplement files created when compiling the font source and need to be in the same folder as FNT files.
