There is an Absolute Coordinate System (ABS) which is fixed and cannot be moved.
There is a Work Coordinate System (WCS) which is where all of your data will be condtructed from. UG/NX always draws 2D geometry on the XY plane of the WCS.
There is a Feature Coordinate System (FCS) that is defined for the feature being created.
